The Chairpersons, Members, Officers and Directors of any society or association of persons or trust (whether registered under any law for the time being in force or not) wholly or partly financed by the Government and the annual income of which exceeds such amount as the Central Government may by notification specify.
Any person who is or has been a director, manager, secretary or other officer of every other society or association of persons or trust (whether registered under any law for the time being in force or not) in receipt of any donation from any foreign source under the Foreign Contribution (Regulation) Act, 2010 in excess of ten lakh rupees in any year.
Any person who is or has been a director, manager, secretary or other officer of every other society or association of persons or trust (whether registered under any law for the time being in force or not) in receipt of any donation from the Government in excess of such amount as the Central Government may by notification specify.
The Act also empowers the Lokpal to inquire into allegations of corruption against any other person if his involvement is necessary for a complete and fair investigation[^2^].
How does the Lokpal and Lokayuktas Act, 2013 work
The Lokpal and Lokayuktas Act, 2013 provides for the following features:
The establishment of a body of Lokpal at the Centre consisting of a Chairperson and a maximum of eight Members[^3^]. The Chairperson and at least half of the Members should be judicial members (i.e. former judges of Supreme Court or High Courts) and the rest should be eminent persons with impeccable integrity and outstanding ability having special knowledge and expertise in matters relating to anti-corruption policy, public administration, vigilance, finance including insurance and banking, law and management[^4^]. The Chairperson and Members are appointed by the President on the recommendation of a Selection Committee consisting of the Prime Minister, the Speaker of Lok Sabha, the Leader of Opposition in Lok Sabha, the Chief Justice of India or a judge nominated by him and an eminent jurist nominated by them[^5^]. The term of office of the Chairperson and Members is five years or until they attain 70 years of age.
The establishment of a body of Lokayukta at the State level consisting of a Chairperson and such number of Members as may be prescribed by State law. The qualifications, term of office, manner of appointment and removal of Chairperson and Members are to be determined by State law. However, they should not be less than those applicable to Lokpal.
